English · Meaning

The afflicted mind of kings—resorted to in time by petty, ignoble tale-bearers who slander noble people—is entered only with difficulty and with alarm, like a house with a serpent hidden inside, a forest with a fierce lion within, or a lake infested with crocodiles and attended by the shade of lovely lotuses.

Then Sañjīvaka, his back torn by sharp claws, scratched that belly with his horns and somehow got away from him. Wishing to kill him with his horns, he stood ready for battle. Then, seeing the two of them, both like blossoming palāśa flowers and each desiring the other’s death, Karaṭaka said to Damanaka: “O foolish-minded one! You did not do well by creating hostility between these two. Nor do you know the essence of political conduct. It is said by those versed in political conduct—”

English · Meaning

Those skilled in statecraft who, through conciliation alone and with goodwill, settle matters whose results involve the highest punishment and violent assault, though they are attainable only with effort—those are ministers. But when people improperly seek insignificant, fruitless results through exertions of punishment, the king's prosperity is placed on the scales by their acts of bad policy.
